Practical thinking from the Moonlighter Group team.

Digital transformation in government is rarely about technology alone. It succeeds when it is driven by clear outcomes, realistic phasing, and strong change management — and it stalls when any one of those is missing.

Why transformation stalls

Public sector ICT initiatives in South Africa typically face three recurring constraints:

  • Procurement complexity. SCM (supply chain management) processes, tender cycles, and compliance requirements can stretch timelines beyond the shelf life of the technology being procured.
  • Legacy systems. Decades of accumulated mainframe and bespoke applications create integration debt that makes “rip and replace” strategies both costly and risky.
  • Data protection obligations. Under POPIA, initiatives that touch personal information — especially in health, where we work through HealthGrid Africa — must bake in privacy by design rather than bolt it on later.

A pragmatic five-step roadmap

  1. Start with an outcome, not a system. Define the service improvement you want citizens or officials to experience before choosing software. The business case should outrank the feature list.
  2. Do an honest baseline. Map the current architecture, data flows, and skills before committing to a target architecture. What can be reused, integrated, or retired?
  3. Phase ruthlessly. Deliver a small, high-value capability end-to-end first — then scale. Early wins build the political and financial support that larger phases need.
  4. Procure for the whole lifecycle. Include training, support, security, and exit clauses in the tender. A system without an operator is an invoice without a service.
  5. Design for POPIA from day one. Data minimisation, lawful processing, and clear retention rules are not add-ons. They shape system architecture, contracts, and staff training.

What we’ve learned delivering health interoperability

Our work on HealthGrid Africa for public healthcare clients has reinforced one lesson: the best technology still depends on trusted data flows and the people who operate them. Standards like HL7 FHIR and OpenHIE help, but they only deliver value when procurement, security, and change management are aligned.

Digital transformation is a marathon run in sprints. Public sector organisations that phase their approach, protect personal information, and keep citizens at the centre are the ones that make the transition from “project” to “service”.
